CHAPTER 190
AN ACT to authorize the Governor to appoint an ezrecutive assistant
charged with making certain surveys and recommendations for
the promotion of efficiency and economy; to impose certain
duties on such officer and to provide for assistance to be ren-
dered him in the performance of his duties; and to provide for
the payment of certain erpenses.

Be it enacted by the General Assembly of Virginia:
1. § 1. The Governor is hereby authorized to appoint an execu-
tive assistant, charged with the making of such studies of State
agencies and departments as the Governor may prescribe, and per-
formance of such other duties as the Governor may direct. Such
studies shall be made with a view to: coordination of functions,
elimination of overlapping services, avoidance of unnecessary ex-
penditures, establishment of economical procedures, provision for
accounting measures whereby the net profit or loss of business-type
activities may be ascertained, and such other purposes as the
Governor may direct. The executive assistant so appointed shall
complete his studies and make his report with his recommendations
to the Governor as directed by him; the Governor shall take such
action in relation thereto as he deems proper. All State officers,
employees and agencies shall cooperate to the fullest possible ex-
tent in the execution of the Governor’s directives, both as to the
studies and recommendations therefrom which the Governor deems
proper to put into effect.
§ 2. The Governor is further authorized, through the execu-
tive assistant so appointed, to employ and make use of the services
ich private concerns, individuals and firms as he deems neces-
for the purposes of this act, and to charge the costs thereof

§ 3. The expenses of the executive assistant and his office
