AN ACT to amend and reenact § 46-68 of the Code of 1950 relating
to certain requirements applicable to “for hire” vehicles so as to
exempt certain vehicles.

Be it enacted by the General Assembly of Virginia:
i. That § 46-63 of the Code of 1950 be amended and reenacted
as follows:
§ 46-63. Offenses relating to registration, licensing and certifi-
-ates of title; name and address of owner on “for hire” vehicle.—
[t shall be unlawful for any person to commit any of the following
acts:
(1) To operate or for the owner thereof to knowingly permit
the operation upon a highway of any motor vehicle, trailer or semi-
‘railer which is not registered or for which a certificate of title has
10t been issued or which does not have attached thereto and dis-
played thereon the license plate or plates assigned thereto by the
Division for the current registration year, subject to the exemp-
tions mentioned in §§ 46-44, 46-82 and 46-105 to 46-125.
(2) To display, cause or permit to be displayed or to have in
possession any registration card, certificate of title or registration
license plate, knowing the same to be fictitious or to have been
cancelled, revoked, suspended or altered.
(3) To lend or to knowingly permit the use, by one not en-
titled thereto, of any registration card or license plate.
(4) To fail or refuse to surrender to the Division or the De-
partment of State Police, upon demand, any certificate of title or
registration card or registration license plate, which has been sus-
pended, cancelled or revoked as in this title provided.
(5) To use a false or fictitious name or address in any appli-
cation for the registration of any motor vehicle, trailer or semi-
trailer or for a certificate of title or for any renewal or duplicate
thereof, or knowingly to make a false statement or to conceal a
material fact or otherwise commit a fraud in any such application.
(6) To operate or cause to be operated or to permit the opera-
tion of a “for hire” vehicle over or on the highways of this State
unless the name and address of the owner of such vehicle plainly
appears on both sides of such vehicle in letters not less than three
(3) inches in height, provided that the provisions contained in this
paragraph shall not apply to any motor vehicle the use of which
is restricted to wedding, ambulance and/or funeral services, nor
to any motor vehicle rented without chauffeur and operated under
a valid lease agreement which provides that the lessee of such
vehicle shall have exclusive control thereof, but this eremption
shall not include motor vehicles leased to Common or Contract
Curriers of persons or property which operate or should operate
under certificates or permits issued by the State Corporation Com-
mission or the Interstate Commerce Commission.
