CHAPTER 166
AN ACT to authorize the governing bodies of certain counties to
require licenses of persons dealing in antiques, and to regu-
late the sale of antiques in such counties, and to provide
penalties for violations.

Be it enacted by the General Assembly of Virginia:
1, § 1. The governing body of any county having a popu-
lation of more than forty-one thousand three hundred and less
than forty-one thousand nine hundred and a territorial area of
more than five hundred eighteen but less than five hundred
twenty-nine square miles is authorized to require by ordinance a
license of any person, firm or corporation, hereinafter referred
to as dealer, to buy, sell or deal in antiques as herein defined,
and it thereafter shall be unlawful for any person to buy, sell
or deal in antiques in such county without obtaining such license.
The price which shall be charged for such licenses, shall not ex-
ceed two hundred fifty dollars a year or fraction thereof. An
antique for the purpose hereof is defined as any painting, fur-
niture, china, crystal or other object painted or made more than
fifty years prior to the date of sale and which is valuable pri-
marily by reason of such age or the skill and craftsmanship of
the artist or artisan.
§ 2. Such ordinance may provide that each dealer buying
any antique for resale in such county shall obtain for the seller
a bill of sale therefor which he shall preserve. Such bill of sale
shall set forth the reason why the object sold constitutes an an-
tique under this act. Such bill of sale shall be given to the person
buying the antique from the dealer.
§ 3. Such ordinance may also provide that no dealer in
antiques shall sel] the same in such county except through a
regularly established place of business. It shall be unlawful for
any dealer or other to conduct an auction sale of antiques or to
attempt to do so, or to peddle antiques or to dispose of antiques
in any manner except through a regularly established place of
business. This shall not prevent sales thereof conducted under
legal process. oo, _. ;
§ 4. Any person violating any provision of this act shall
be guilty of a misdemeanor and punished as provided by law.
