CHAPTER 151
AN ACT to amend chapter 168 of the Acts of Assembly of 1874-
75, approved March 11, 1875, as amended, which provided
a charter for the city of Petersburg, by adding a section
numbered 6-a in Chapter III of such charter, the section
relating to power of city council in acquiring and operating
parking lots. ,

Be it enacted by the General Assembly of Virginia:
1. That Chapter 163 of the Acts of Assembly of 1874-75, ap-
proved March 11, 1875, as amended, be amended by adding in
Chapter III a section number 6-a as follows:
Section 6-a. The council shall have power to acquire, con-
struct, own, maintain and operate, within and without the city,
places for the parking or storage of vehicles by the public, which
shall include, but shall not be limited to, parking lots, garages,
buildings and other land, structures, equipment and facilities,
when in the opinion of the council they are necessary to relieve
congestion in the use of streets and to reduce hazards incident
to such use; to acquire property for such purposes by purchase
or lease or by condemnation; to provide for the management
and control of such places by a department of the city govern-
ment or by a board, commission or agency specially established
by ordinance for the purpose; to authorize or permit others to
use, operate or maintain such places or any portions thereof,
pursuant to lease or agreement, upon such terms and conditions
as the council may determine by ordinance; and to charge or
authorize the charging of compensation for the parking or
storage of vehicles or other services at or in such places.
