‘Chap. 31.—An ACT to Incorporate the Town of Covington, in the County
of Alleghany.
Ia force January 16, 1873.
1. Be it enacted by the general assembly of Virginia, That
the town of Covington, in the county of Alleghany, comprised
in the following boundaries, to wit: beginning at the lower ford
of Jackson's river, on the south side of the Lexington and Cov-
ington Turnpike, and thence following said turnpike on the
south side to a stake on the line between Cross and Burk;
thence crossing said turnpike, and running with the line of
Reynolds and Cross to a stake on the line of the Chesapeake
& Ohio railroad, on the north side; thence along the line of the
said railroad to a stake on the line between Robert Skeen’s
heirs and the heirs of- D. C. Pharr; thence following the line
between Pharr and Skeen, and a prolongation of said line to
the corner of J. L. Boswell’s line, between the lands of Skeen
and Persinger, and R. C. Terrell; thence a direct line to the
northeast corner of the lot owned by Mann on the Coving-
ton and Healing Springs turnpike; thence following the line
between McAllister and Mann, and a prolongation of same,
crossing the turnpike last named to the bank of Jackson’s river;
and thence along the water line of said river to the beginning,
shall be, and the same is hereby made a town corporate, by the
name of “the town of Covington,” and by that name shall!
have and exercise all the powers conferred upon towns by the |
fifty-fourth chapter of the Code of Virginia of eighteen hun-'
dred and sixty, and of all laws now in force or that may here-:
after be enacted for the government of towns containing |
jess than five thousand inhabitants; and Lewis Payne is hereby
appointed mayor of said town, and Robert L. Parish, A. B-
Persinger, Wm. Skeen, Andrew Damron, John L. Pitzer, and’
J. J. Hobbs are hereby appointed councilmen thereof, any
three of whom shall constitute a board for the transaction of
business. The said mayor and council shall have power to ap-
point a sergeant and such other officers as may be necessary,
together with a police force for the preservation of order, who-
shall remain in office until their successors are elected and
qualified according to law. ,
2. The said mayor and councilmen above named and ap-
pointed in this act shall continue in office until the first day of
July, eighteen hundred and seventy-three, and thereafter until
their successors shall be elected and qualified according to law.
3. This act shall be in force from its passage.
