Chap. 293.—AN ACT to Authorize the City of Richmond to Contribute
to the Building of a Railroad from Keysville to Clarksville.
Approved March 29, 1873.
Whereas, by. the council of the city of Richmond, on the
twenty-second day of April, eighteen hundred and seventy-two,
it was “Resolved, that the council of the city of Richmond will
contribute and appropriate thirty thousand dollars of the six
per cent. bonds of the city, payable thirty-four years after date,
in aid of the extension of a railroad from Keysville to Clarks-
ville, and deliver the said bonds to the Richmond and Danville
Railroad Company, upon the completion of said extended rail-
road: provided, however, that this appropriation shall be first
ratified and authorized by the legislature of this state, to which
application will be made at its next session, for the purpose of
removing all doubts as to the power of the council in the
premises; and upon further condition, however, that the said
Richmond and Danville Railroad Company shall complete the
said thirty and one-half miles of railroad from Clarksville to
Keysville by or before the first day of July, eighteen hundred
and seventy-four.”
1. Now, therefore, be it enacted by the general assembly, c
That it shall be lawful for the said council to contribute and j;
appropriate the bonds of said city in aid of said railroad as
provided and set forth in said resolution, without other or fur- ;,
ther authority from the voters of said city: provided, that ¥
nothing herein contained shall be so construed as to modify or }
repeal the sixty-ninth section of chapter one hundred and one f
of the acts of eighteen hundred and sixty-nine-seventy, pro- *
viding for a charter for the city of Richmond, or of any other
section of said chapter, except so far as to authorize the sub-
scription and appropriation of bonds by the city of Richmond,
in aid of the extension of a railroad from Keysville to Clarks-
ville, in accordance with the above recited resolution of the —
council of said city, without referring the same to a vote of
the people.
