Chap. 198.—An ACT to Incorporate the Richmond and Henrico Turn-
pike Company.
Approved March 20, 1878.
1. Be it enacted by the general assembly of Virginia, That
it shall be lawful to open books, under the direction of A. S.
Storrs, Walter S. Edmund, Isaac Davenport, Jr., W. L. Sal-
mon, Massena Beazley and G. Woodbridge, and such other
person or persons as they may appoint, and at such time and
place as they may select, for the purpose of receiving subscrip-
tions to a joint capital stock not exceeding in the whole ten
thousand dollars, to be divided into shares of one hundred
dollars each, for the purpose of constructing a turnpike road
from the limits of the city of Richmond, near the crossing of
Bacon Quarter creek, on Second street, below the city alms-
house, to Edmond and Davenport's lane, with the privilege of
extending it to the Meadow bridge, in Henrico county: pro-
vided that the present road leading from the Meadow bridges
to Richmond shall not be used by this company in making or
using this road.
2. When two thousand dollars shall have been subscribed, the
subscribers, their executors, administrators and assigns shall be
and they are hereby incorporated into a company, by the name
and style of the Richmond and Henrico Turnpike Company, sub-
ject to the provisions of the general laws of the state applicable to
such corporations, except so far as modified by this act: pro-
vided, that the said subscriptions shall be paid in as may be
required by the board of directors when organized.
3. The said company shall have the privilege, in making said
road, or any part thereof, to use gravel, rock, sand or any other
material that will maintain a good road in all seasons of the
year, as to them shall seem most expedient. The said com-
pany shall be and they are hereby authorized to erect gates
across said road, and to charge tolls according to law, so soon
as the said road is completed from Bacon Quarter creek to the
intersection of said road, with the cross-road leading from the
present Meadow bridge road to the Brook Turnpike, by and
through the lands of Samuel Beattie, Samuel T. Bailey, Thomas
Bruton, David Haines and others, known as the Haines cross-
road, and on every succeeding mile thereto as it may be com-
pleted: provided, that said tolls shall not exceed the following
rates, viz: Fifty cents for a four horse wagon, to go and re-
turn over the whole distance; forty cents for a three horse
wagon, or for a hack; twenty-five cents fora buggy; fourteen
cents for a cart; and three cents per head for sheep or cattle,
over the whole line, without return as to the sheep or cattle.
4, The said company is hereby authorized to receive and
hold lands or other species of property in payment of subscrip-
tions to the capital stock, and to convey and otherwise dispose
of the same: provided, that they shall not at any one time hold
more than one thousand acres of land in any one county.
Said road shall be not less than sixteen feet wide.
5. This act shall be in force from its passage, and shall be
subject to modification or repeal at the pleasure of the general
assembly.
