Chap. 513.—An ACT to provide for the development, use and maintenance of
a war memorial in the county of Arlington, Virginia, and to that end to
authorize and empower the county of Arlington, Virginia, and the school
board of such county to contract with each other and with certain associations
in relation to a stadium and an athletic field or other recreational facilities as
a memorial; to prescribe the rights, powers, duties, and obligations of the
parties to, and under, such contract; to authorize contributions and donations to
be made to, and accepted for, such memorial and to prescribe how same shall be
disposed of; and to authorize the county to provide for the use of such
memorial. {S 285]

Be it enacted by the General Assembly of Virginia:
1. Section 1. The governing body of the county of Arlington,
Virginia, and the school board of such county, through their authorized
agents, are hereby authorized to enter into a contract with each other and
with any association to perpetuate the memory of war veterans for the
development, maintenance and use of a stadium and athletic field or other
recreational facilities under the control of such board as a living memorial
to the war veterans of such county. If such contract be so entered into
the parties thereto may provide that the county or such association may
acquire property and cause to be erected on such property a stadium and
other structures necessary thereto, or community recreational facilities,
including buildings, swimming pools, playgrounds, parks and similar
facilities, out of county funds and out of any other funds contributed for
such purposes.
Section 2. Any such contract may further provide that the county
may provide for the maintenance of structures and the use, subject to
the needs of the school board and schools of such county, at such times,
for such charges and under such conditions as the county may prescribe.
Section 3. The school board shall retain such control of the field
and stadium or other facilities as it deems desirable and necessary for the
uses and needs of the schools and school board; subject to such reserva-
tions the county shall be vested with the management and control of any
stadium or other facility erected on the property involved in the contract
and improvements thereon, subject to the uses and needs of the schools
and school board, and may prescribe such rates of charge for use thereof
or admission thereto and conditions of use as are deemed proper ; funds
raised thereby may be devoted to such purposes as the school board and
county agree upon. The contract shall specifically set forth the rights,
duties and obligations of the parties thereunder, and shall further state
therein the control which the school board retains for the uses and needs
of the schools and school board, The county may contribute such sums to
the erection and maintenance of the stadium or other facility as it deems
proper and may delegate the conduct thereof to such organization or
agency as it deems best.
Section 4. If the contract be entered into also by any association to
perpetuate the memory of war veterans such association may donate any
funds for a memorial to such veterans in accordance with the terms of
the contract and the governing body and the school board may receive
such sums and shall employ the same for the purposes for which donated
and the association and its representatives shall have such powers and
rights as may be granted them under such contract.
Section 5. In order to effectuate the purposes of this act and provide
for a memorial to such war veterans the school board and county of
Arlington, Virginia, are hereby authorized and empowered to contract in
regard to such other matters and perform such acts as are necessary to
accomplish such purposes.
An emergency exists and this act is in force from its passage.
Chap. 514—.An ACT to propibie and punish the delivery of articles of any
nature to persons confined in penal institutions, without first securing the
permission of the person in charge of the institution. (S 289]

Be it enacted by the General Assembly of Virginia:
1. Section 1. No person shall willfully in any manner deliver, or
attempt to deliver, to any prisoner confined under authority of the Com-
monwealth of Virginia, or of any political subdivision thereof, any
article of any nature whatsoever, without first securing the permission of
the person in whose charge such prisoner is, and who may in his discre-
tion grant or refuse permission. Any person violating this act shall be
guilty of a misdemeanor and upon conviction shall be punished
accordingly.
Section 2. Nothing herein contained shall be construed to repeal
or amend section forty-five hundred four of the Code of Virginia.
