Chap. 51.—An ACT to amend and re-enact the title of Chapter 42 of the Code of
Virginia; to amend and re-enact Sections 947, 948, 954, as amended, of the
Code of Virginia, relating to name of Virginia State College for Negroes,
name and style, powers and duties of governing board, and scholarships; to
amend the Code of Virginia by adding thereto two new sections numbered
969-a and 969-b, relating to powers of the governing body of the institution:
and to repeal Chapters 72 and 86 of the Acts of Assembly of 1944, approved
February 28, 1944 and February 29, 1944, respectively, relating to the same

Be it enacted by the General Assembly of Virginia:
1. That the title of chapter forty-two of the Code of Virginia be
amended and re-enacted, as follows:

Virginia State College
2. Be it further enacted that sections nine hundred forty-seven,
nine hundred forty-eight, and nine hundred fifty-four, as amended, of the
Code of Virginia be amended and re-enacted, and that the Code of Vir-
ginia be amended by adding thereto two new sections, numbered nine
hundred sixty-nine-a and nine hundred sixty-nine-b, as follows:
Section 947. The school for Negro students near Petersburg and
heretofore known as the Virginia Normal and Industrial Institute, shall
hereafter be known as the Virginia State College. The curriculum of the
college shall embrace such branches of learning as relate to teacher train-
ing, agriculture and the mechanic arts without excluding other scientific
and classical studies.
Section 948. The institution shall continue to be a body corporate
but under the name and style of the “Virginia State College”, and shall
hereafter be under the management, supervision and control of the State
Board of Education; and the board of visitors of the institution 1s hereby
abolished.
Section 954. Due notice shall be given by the president of the
college to the division superintendents of schools of all vacancies existing,
in the college in the case of State students; whereupon said division
superintendents of schools may proceed to nominate persons to fill the
vacancies and officially notify the president of the college of the nomina-
tions. If, in due time after such notice, no nomination be made, the
vacancy indicated may be filled by the president of the college at the dis-
cretion of the State Board of Education from the State at large.
Section 969-a. In order to provide for the education in medicine
and dentistry of properly qualified Negroes of Virginia, the governing
board of the Virginia State College is authorized to contribute, to the
cost of the education of medical students and dental students at Meharry
Medical College, located at Nashville, Tennessee, the amount of the
contribution to be five hundred dollars a year for each medical student,
and four hundred dollars a year for each dental student. These con-
tributions shall be made in such manner and for such students as deter-
mined by the governing board of the Virginia State College and out of
funds appropriated to the State Board of Education for equalization of
higher education opportunities.
Section 969-b. The State Board of Education, the governing body
of the Virginia State College at Petersburg, 1s authorized and directed
to establish and operate at the present site of the Norfolk Polytechnic
College and/or on the property of the Saint Vincent de Paul Hospital in
the City of Norfolk or at such other point or points as it may determine,
a division of the Virginia State College, to provide freshman and sopho-
more college courses and such other courses of a vocational and technical
character, not to extend beyond the sophomore year, as in the judgment
of the State Board of Education may seem best suited to the needs of the
students and the area which it will serve. (All courses offered under the
provisions of this section are to meet the normal standards set by the
State Board of Education.)
The State Board of Education, the governing body of the Virginia
State College is further authorized and empowered to accept on behalf of
the Commonwealth of Virginia under lease or by conveyance such real
estate, personal property, gifts, and grants, from the City of Norfolk,
from the Norfolk Polytechnic College or from other agencies, as may,
in its opinion, be useful and/or necessary in the organization and opera-
tion of such division of the Virginia State College as may be established
hereunder.
For such purposes the City of Norfolk is authorized and empowered
to convey or lease to the Commonwealth of Virginia without costs and
on such terms and conditions as the governing body of said city shall
deem proper, the aforesaid real estate in whole or in part and such other
personal property, gifts and grants, as said city’s governing body shall
deem necessary and proper for said purposes.
3. Chapters seventy-two and eighty-six of the Acts of Assembly of
nineteen hundred forty-four, approved February twenty-eight and Feb-
ruary twenty-nine, respectively, nineteen hundred forty-four, are hereby
repealed.
