Chap. 318.—An ACT for the relief of James Arnold. [S B 89]

Whereas, the agents, servants and employees of the State High-
way Commission, while in the act of repairing a certain bridge in Lou-
doun County, Virginia, spilled paint containing certain poisonous chemi-
cals under the bridge; and,
Whereas, cattle belonging to James Arnold of Waterford, Virginia,
when passing under this bridge in going from one pasture to another, had
access to this spilled paint ; and,
Whereas, on May twenty-second, nineteen hundred forty-four,
these cattle did eat some of such paint, ten of which became sick and
died ; and,
Whereas, it was determined by chemical analysis of the contents
of the stomachs of the dead animals that their death was due to the
chemicals contained 1n the paint ; now, therefore,
Be it enacted by the General Assembly of Virginia :
1. That there be paid to James Arnold out of funds appropriated
to the Department of Highways, the sum of one thousand nine hundred
seventy-five dollars, with interest at four per centum from May twenty-
second, nineteen hundred forty-four to date of payment, such payment to
be made by the State Treasurer upon a warrant issued by the Comp-
troller.
2. An emergency exists and this act is in force from its passage.
