Chap. 148.—An ACT to amend the Code of Virginia by adding a new section
numbered 5016-a, to prohibit punishment of any prisoner by whipping, or
other similar corporal punishment. [H B 65]

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a new sec-
tion numbered fifty hundred sixteen-a, as follows:
_ Section 5016-a. To prohibit punishment of any prisoner by whip-
ping,
law, rule or regulation to the contrary it shall hereafter be unlawful for
the State Board of Corrections or any other penal authority having the
care, custody or control of any prisoner in this State to make or enforce
any rule or regulation providing for the whipping, flogging or administra-
tion of any similar corporal punishment of or to any prisoner or to give
any specific order for or to cause to be administered or personally fo ad-
minister or inflict any such corporal punishment.
