Chap. 10.—An ACT to amend and re-enact Section 2, as amended, of an act en-
titled “An act to provide a new charter for the City of Portsmouth.”, approved
March 10, 1908, to provide that the boundaries of the wards of the city are to be
fixed by the council and that provisions of the general law relating to wards
are to be applicable in certain respects, except as to the number of wards.

Be it enacted by the General Assembly of Virginia:
1. That section two, as amended, of an act entitled ‘An act to pro-
vide a new charter for the City of Portsmouth.”, approved March tenth,
nineteen hundred eight, be amended and re-enacted, as follows:
Section 2. Wards-—The number of wards of the city shall be not
less than eight nor more than ten and their boundaries shall be as pre-
scribed by the council by ordinance, and the provisions of general law
relating to establishing wards, redistricting the city into wards, and
changing the boundaries of wards, shall be applicable, except that the
number of wards shall be not less than eight nor more than ten.
2. An emergency exists and this act is in force from its passage.
