Chap. 15.—An ACT to amend and re-enact Section 664 of the Code of Virginia,
as amended, relating to contracts with public school teachers. S. B. 31]

Be it enacted by the General Assembly of Virginia:
1. That section six hundred sixty-four of the Code of Virginia, as
amended, be amended and re-enacted as follows:
Section 664. Written contracts to be made with teachers ; teachers
to keep daily register; suspension of pupils—Written contracts shall be
made by the school board with all public school teachers, except those
temporarily employed as substitute teachers, before they enter upon their
duties, in a form to be prescribed by the Superintendent of Public Instruc-
tion. Such contracts shall be signed in duplicate, each party holding a
copy thereof.
The school board in employing teachers may, subject to rules and
regulations prescribed by the State Board of Education, make contracts
with any of such teachers as to it may appear advisable, to continue in
effect for more than one year, the provisions of such contracts as to their
expiration and termination to be as prescribed by said rules and regula-
tions.
Every teacher in a public school shall keep a daily register of facts
pertaining to his school in such form as the Superintendent of Public
Instruction shall require, and shall be responsible for the safekeeping and
delivery of the same to the clerk of the board at the close of the school
term, or of the period of his service, whichever shall first happen. The
principal, or the teacher where there is no principal, may, for sufficient
cause, suspend pupils from attendance on the school until the case is
decided by the school board, which shall be with as little delay as possible,
provided that in such cases of suspension the principal’ or teacher shall
report the facts in writing at once to the division superintendent and the
parent or guardian of the child suspended.
Chap. 16—An ACT to amend and re-enact section 713 of the Code of Virginia,
as heretofore amended, in relation to school libraries. [S. B. 34]

Be it enacted by the General Assembly of Virginia:
i. That section seven hundred thirteen of the Code of Virginia, as
heretofore amended, be amended and re-enacted, as follows:
Section 713. Purchase of materials and appliances for school libra-
ries.-Whenever the patrons and friends of any public school shall raise
by private subscription the sum of five dollars and tender the same to the
clerk of the county school board, or the clerk of the city school board, for
the purpose of establishing or purchasing books, materials and appliances
for a school library connected with said school, the school board in coun-
ties and the school board in cities shall appropriate the sum of fifteen
dollars for this purpose, and the State Board of Education, out of any
funds provided for public school libraries, shall appropriate forty dollars,
thus making a minimum of sixty dollars fora library unit. In any county
which is not served by a county or regional free library system the school
board shall have authority to make available the facilities of any such
library to all the residents of the county. The said library, or libraries,
shall be purchased and properly cared for under the rules and regulations
adopted by the State Board of Education. The treasurer shall not receive
any commission for receiving and disbursing funds for school libraries.
