Chap. 393.—An ACT to amend the Code of Virginia by adding a new section num-
bered 108-c, relating to registration of voters in certain cites. [H 394]

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a new section
numbered one hundred eight-c, as follows:
Section 108-c. The electoral board of any city having a population
of not less than forty thousand nor more than fifty thousand according
to the latest preceding United States census, in its discretion, in lieu
of registering voters in permanent bound books, may provide for the
registration of voters in loose leaf binders locked with an approved
key locking device with white sheets for recording the names of white
voters and buff sheets for recording the names of colored voters or
it may provide for the registration of the names of voters on serial
numbered cards of appropriate color as provided above. If either
of such systems of registration be adopted by the electoral board it shall
be the duty of the general registrar of the city to register the names of
all voters, including those theretofore registered, in the loose leaf binder
or on serial numbered cards approved by the board, as the case may
be. Either of these registrations shall be as effective as if the names
of the persons had been registered in permanent books as provided
by law. Thereafter all laws applicable to registration books and the
use thereof shall apply to such loose leaf binders or registration cards
as the case may be.
The registrar or the electoral board shall not destroy or cause to
be destroyed any books or records relating to registration now in exist-
ence.
