Chap. 382.—An ACT to authorize and empower the city of Norfolk to make or
cause to be made surveys, borings, studies, estimates and other necessary pre-
liminary investigations, including the preparation of plans and specifications, to
determine the practicability and feasibility of constructing a tunnel or tunnels
under the Elizabeth River, or any of its branches, and/or a bridge or bridges
over the Elizabeth River or any of its branches, to provide a vehicular con-
nection between the city of Norfolk and the city of Portsmouth, and to ap-
propriate the necessary funds therefor, not to exceed the sum of $100,000

Be it enacted by the General Assembly of Virginia:
1. That the city of Norfolk is hereby authorized and empowered
to make or cause to be made any and all necessary surveys, borings,
studies, estimates and other preliminary investigations, including the
preparation of plans and specifications, necessary to determine the practi-
cability and feasibility of constructing a tunnel or tunnels under the
Elizabeth River or any of its branches, and/or a bridge or bridges over
the Elizabeth River, or any of its branches, to provide a vehicular con-
nection between the city of Norfolk and the city of Portsmouth.
2. That the said city of Norfolk is further authorized and em-
powered to employ such personnel and make such contracts as may be
necessary to carry out the above provisions of this act, and to appropriate
the necessary public funds therefor, not to exceed. however, the sum of
one hundred thousand dollars. That such contracts in the discretion of
the governing body of said city, may be made without first advertising
and receiving bids therefor.
3. That the powers conferred on the city of Norfolk by this act
shall be in addition and supplemental to the powers now conferred on it
by any other law.
