Chap. 312.—An ACT to amend and re-enact Section 32 of Chapter 288 of the Acts
of Assembly of 1924, approved March 20, 1924, which provides a new charter
for the town of Salem, the section relating to appropriation ordinance and levy;
and to repeal Section 28 of that chapter, which section relates to an annual
budget.

Be it enacted by the General Assembly of Virginia:
1. That section thirty-two of chapter two hundred eighty-eight of
the Acts of Assembly of nineteen hundred twenty-four, approved March
twenty, nineteen hundred twenty-four, be amended and re-enacted, as
follows:
Section 32. Appropriation ordinance and levy—The Town Man-
ager shall, not less than thirty days before the regular meeting of Council
in the month of May of each year, submit to Council for its information,
a budget for the ensuing fiscal year, and at the regular meeting of Coun-
cil, in the month of May of each year, Council shall lay its levy on all
property, real and personal, subject to taxation for town purposes; and
Council shall, not later than July first following, of each year, adopt its
annual budget and pass its annual appropriation ordinance.
2. Section twenty-eight of chapter two hundred eighty-eight of the
Acts of Assembly of nineteen hundred twenty-four, approved March
twenty, nineteen hundred twenty-four, which section relates to an annual
budget, is repealed.
3. A emergency exists and this act is in force from its passage.
