Chap. 244.—An ACT to amend Chapter 394 of Acts of Assembly of 1938, designated
as the “soil conservation districts law’, approved April 1, 1938, by adding two
new sections numbered 8-a and 8-b, relating to the purchase, operation and
maintenance of machinery and other equipment suitable for engineering and
other operations incident to soil conservation and other purposes of the State
Soil Conservation Committee, and making an appropriation. [S 24]

Be it enacted by the General Assembly of Virginia:
1. That chapter three hundred ninety-four of Acts of Assembly
of nineteen hundred thirty-eight, approved April one, nineteen hun-
dred thirty-eight, be amended by adding two new sections, numbered
eight-a and eight-b, as follows:
Section 8-a. Machinery and other equipment to be purchased by
committee; use by districts and others.—In addition to the other powers
and authority conferred and the duties imposed upon it by this chapter,
the State Soil Conservation Committee is authorized and it is its duty to
purchase, operate and maintain necessary machinery and other equip-
ment suitable for engineering and other operations incident to soil con-
servation and other purposes of the committee to the extent of the appro-
priation therefor. The committee shall have the custody and control of
the machinery and other equipment, and shall provide storage for it, and
it shall be available to the districts upon such terms as the committee
prescribes.
Section 8-b. District supervisors may rent out machinery and equip-
ment, under certain circumstances.—The district supervisors have au-
thority to rent the machinery and other equipment made available to them
by the committee to the governing bodies of counties, to individuals,
or to groups of individuals to be used by them for the purpose of soil
conservation upon such terms as the district supervisors deem proper.
The income derived from the rental shall be paid into the State treasury,
segregated, and placed in a revolving fund for use for the maintenance.

2. That in addition to any other appropriation made for the purposes
of this chapter, there is appropriated, from any moneys in the State
treasury not otherwise appropriated, for the biennium commencing July
one, nineteen hundred forty-four, the sum of fifty thousand dollars, or so
much thereof as may be necessary to enable the committee to administer
the provisions of this act. All payments out of this appropriation shall be
made by the Treasurer of Virginia on warrants of the Comptroller issued
upon vouchers signed by the chairman of the committee or such other
person or persons as designated by the committee.
