Be it enacted by the General Assembly of Virginia:

1. Chapter one hundred nineteen of the Acts of the General Assembly
of nineteen hundred thirty, approved March seventeen, nineteen hundred
thirty, is repealed.

2. Such repeal shall be prospective in operation only, and shall not
be construed to affect in any way any contract or agreement heretofore
entered into by any city, town or county with the then owner of any manu-
facturing establishment or work of internal improvement under authority
of the act hereby repealed.
