Be it enacted by the General Assembly of Virginia:
1. The governing body of any county or city may, by ordinance
adopted as prescribed by law, require every owner of a bicycle, residing
in the county or city, to obtain a license therefor, and a license plate or
tag, of such design and material as the ordinance may prescribe, to be
substantially attached thereto; prescribe the fee to be paid for the license,
the forms of applications to be made therefor, and the form of license to
be issued; to prescribe penalties for operating a bicycle on public roads
or streets within the county or city without a license plate or tag thereto
attached ; and the ordinance shall provide that the license plates or tags
shall be provided by and at the cost of the county or city. The governing
body of any county or city may provide that the license plates or tags
