Chap. 209.—An ACT to amend and re-enact Section 6 of Chapter 44 of the Acts
of Assembly of 1936-37, approved January 18, 1937, which provided a new
charter for the town of Front Royal, and to amend the chapter by adding a
new section numbered 70-a, Section 6 relating to salaries of mayor and council-
men, and the new section relating to the operation of public schools in con-
nection with Warren county in the event of the town becoming a city. [S 172]

Be it enacted by the General Assembly of Virginia:
1. That section six of chapter forty-four of the Acts of Assembly of
nineteen hundred thirty-six-thirty-seven, approved January eighteen,
nineteen hundred thirty-seven, be amended and re-enacted, and that the
chapter be amended by adding a new section numbered seventy-a, as
follows:
Section 6. The present mavor and town councilmen shall continue
in office until the expiration of the terms for which they were respectively
elected. On the second Tuesday in June, nineteen hundred thirty-eight,
and every two years thereafter, there shall be elected by the qualified
voters of the town of Front Royal, two councilmen who shall be electors
of the town and whose terms of office shall begin on the first day of
September succeeding their respective elections and shall continue for
four years thereafter and until their duly elected successors have qualified.
On the second Tuesday in June, nineteen hundred thirty-eight, and
every two years thereafter, there shall be elected by the qualified voters
of the town, a mayor who shall be one of the electors of the town, and
whose term of office shall begin on the first day of September succeeding
his election and continue for two vears thereafter and until his duly
elected successor has qualified.
The council may fill any vacancy that occurs in the membership of
the council for the unexpired term.
Fach member of the Council shall receive a salary of not less than
twelve dollars and fifty cents nor more than twenty-five dollars per month,
payable in such manner as the council shall direct.
The mayor shall receive a salary of not less than twenty-five dollars
nor more than forty dollars per month, payable in such manner as the
Council shall direct.
Section 70-a. In the event the town of Front Royal is established as
a city, it 1s hereby authorized to enter into contract with the County
School Board of Warren County, Virginia, for furnishing public school
tacilities for the city, in which event, with the approval of the State Board
of Education, the county and city shall be constituted as one school system
for the establishment, operation, maintenance and management of the
public schools within the county and city; and provided further that
representation on the County School Board of Warren County for the
city of Front Royal shall consist of one representative from each
magisterial district (or ward) of the city of Front Royal to be appointed
as provided in section six hundred fifty-three-a one and six hundred fifty-
three-a two, Acts nineteen hundred forty-two, chapter four hundred
twenty-two. -
