Chap. 175.—An ACT to validate certain pay-roll checks of the Department of High-
ways, fraudulently obtained and used by William E. Cocke, a foreman on cer-
tain highway work, which were cashed and are now held by The Farmers
National Bank of Salem. [H 75]

Be it enacted by the General Assembly of Virginia:
1. Certain pay-roll checks of the Department of Highways, aggre-
gating the sum of three hundred sixty-one dollars and five cents, drawn
during the period from January nine to October twenty-two, nineteen
hundred forty-one, in favor of one Cecil Abbott, who was not working
for the Department at any time during that period, and fraudulently
obtained and used by William E. Cocke, a foreman on certain highway
work, and cashed, in good faith and without knowledge of their fraudu-
lent use, and now being held, by The Farmers National Bank of Salem,
are hereby validated, and shall be held and considered to have been valid.

Auditor of Public Accounts and the Comptroller are authorized to ap-
prove such checks as constituting proper and valid evidence of the ex-
penditure by the Department of Highways, of the funds represente<
thereby.
