Chap. 6.—An ACT to amend and re-enact Section 2924 of the Code of Virginia,
relating to application of the provisions of Chapter 118 of the Code of Vir-
ginia as to transition of cities of the second class to cities of the first class;
and to declare the existence of an emergency. [H B 6]

1. Beit enacted by the General Assembly of Virginia, That section
twenty-nine hundred and twenty-four of the Code of Virginia be amended
and re-enacted, as follows:
Section 2924. Application of this chapter—This chapter shall not
apply to any city whose government has heretofore been fully organized
under special act as that of a city of the first-class, nor shall sections
twenty-nine hundred and fourteen, twenty-nine hundred and fifteen,
twenty-nine hundred and seventeen, twenty-nine hundred and eighteen
and twenty-nine hundred and nineteen apply to any city which at the time
of such transition may already have a council composed of two chambers.
Nor shall these sections apply to any city which has heretofore adopted
the City Manager Form of Government by a vote of the people as pro-
vided in chapter one hundred and nineteen of the Code of Virginia.
2. An emergency exists and this act shall be in force from its
passage.
