conditions, to construct, reconstruct, improve, maintain and repair as a part of
the primary system of State highways, a new section of road in Elizabeth City

1. Be it enacted by the General Assembly of Virginia, That the
State Highway Commission is hereby authorized and empowered, if
and when the necessary right of way is provided without cost to the
State of Virginia, to construct, reconstruct, improve, maintain and
repair, as a part of the primary system of State highways, a new section
of road in Elizabeth City county, beginning at a point on United States
Route sixty approximately eight hundred feet east of the entrance to the
Hampton Institute, and extending in a southeastwardly direction a
distance of approximately six-tenths of a mile to the corporate limits
of the town of Phoebus, the said right of way to be sixty feet or more
in width, and the proposed road affording a more direct and convenient
approach to the Veterans Facility at Kecoughtan.
