Chap. 426.—An ACT to provide for refunds of portions of registration and license
fees for motor vehicles, trailers and semi-trailers when such vehicles cannot be
~ operated for lack of tires and tubes. [H B 390]

1. Be it snacted by the General Assembly of ‘Firgitita, as follows:
Section 1. Upon application made to the Director of the Division of
Motor Vehicles by the owner of any motor vehicle, trailer or semi-trailer
registered and licensed under the provisions of the Motor Vehicle Code of

Virginia, accompanied by (a) the certificate of registration and license
plates issued such owner for the current license year, (b) his affidavit
that on account of an existing tire rationing plan operated under the con-
trol of the United States Government or any agency thereof, he is unable
to obtain tires or tubes to replace worn out or stolen tires or tubes which
were used upon and were necessary to the operation of such vehicle, and
(c) a certificate from some officer or member of a local board or agency
under which such rationing plan is operated that such owner has been
refused permission to obtain such tires or tubes, such Director shall
refund to such applicant that part of the total cost of such registration and
license which is represented by a fraction whose numerator is the number
of full months remaining in the license year and whose denominator is
twelve. | ,
Section 2. The Director may prescribe forms to be used in making
application for refunds under this act. Each such applicant shall pay to the
Director a fee of twenty-five cents for services in connection with such
refund. . , |
Section 3. In order to carry out the provisions of this act there is
hereby appropriated to the Division of Motor Vehicles, out of revenues
collected and paid into the State treasury by the Division of Motor
Vehicles and credited to the State highway maintenance and construction
fund, a sum sufficient.
