Approved March 31, 1942
1. Be it enacted by the General Assembly of Virginia, as follows:
Section 1. There is hereby created a Negro Memorial Commission,
hereinafter referred to as the ‘““Commission”, to consist of eight mem-
bers, four from the white race and four from the Negro race, to be ap-

shall elect one of their number chairman and another secretary. They
shall recerve no compensation for serving on the commission.
Section 2. The said commission shall make and present to the
Governor of Virginia, after careful study and investigation and within
six months after this act becomes effective, plans for the erection of a
permanent and suitable memorial of the landing of the first permanent

either as originally presented or as thereafter modified, the said commis-
sion shall proceed, with all reasonable dispatch, to cause such memorial
to be erected.
Section 3. In order to provide funds necessary to carry out the
provisions of this act, there is hereby appropriated to the commission,

made by the Treasurer of Virginia on warrants of the Comptroller issued
on vouchers signed by the chairman of the commission, or by such other
person or persons as shall be designated by the commission. The com-

granted to it for the purpose of erecting such memorial, which funds shall
be paid into the State treasury to the credit of the said commission, and
all funds so received into the State treasury are hereby appropriated to
the commission for the purpose of carrying out the provisions of this act.
Nothing in this act is to be construed as empowering the said com-
mission to acquire or hold title to land. ?
