Chap. 290.—An ACT to render available $10,000.00 additional of an appropriation
heretofore made in favor of Hampton Roads Sanitation Commission.

Whereas, by an act entitled “An Act to provide for better sanitation
in and around Hampton Roads; to provide for and create the Hampton
Roads Sanitation District, in which shall function the Hampton Roads
Sanitation Commission, and other sanitation districts and commissions
in said area; to declare the necessity therefor and benefits thereof; to
provide the boundaries of said districts; to appropriate $50,000.00 for
each year of the biennium beginning July first, nineteen hundred and
forty to the Hampton Roads Sanitation Commission for the purpose of
carrying out the provisions of law applicable thereto and paying obliga-
tions of the Hampton Roads Sewage Disposal Commission ; and to repeal
an act approved March twenty-seventh, nineteen hundred and thirty-
four, and an act approved March twenty-seventh, nineteen hundred and
thirty-six, as amended, both with respect to Hampton Roads Sewage
Disposal Commission, and an act approved March thirty-first, nineteen
hundred and thirty-eight, with respect to Hampton Roads Sanitation
District.”, approved April first, nineteen hundred and forty, fifty thou-
sand dollars were appropriated for the purpose of said act, to be spent by
the Hampton Roads Sanitation Commission, hereinafter sometimes called
the “Commission”, of which only seventeen thousand five hundred dollars
could be expended before the Commission was empowered, by an elec-
tion, to issue bonds, and
Whereas, circumstances prevented an earlier organization of the
Commission, and consequent delay in having an election for authority to
issue bonds, and
Whereas, an additional ten thousand dollars to discharge obligations
and to meet necessary expenses, before such an election can be held, are
required, now, therefore,
1. Be it enacted by the General Assembly of Virginia, That out of
the appropriation of fifty thousand dollars for each year of the biennium
made by the act referred to in the preamble hereto, an amount, not ex-
ceeding ten thousand dollars additional, is made available upon the
passage of this act, notwithstanding the conditions in the act heretofore
referred to, to be expended by the Commission, as provided in said act,
and that three hundred, thirty-two dollars and eighty-two cents thereof
shall be spent by the Commission to discharge obligations of the Hamp-
ton Roads Sewage Disposal Commission.
2. An emergency exists and this act is in force from its passage.
