Chap. 28.—An ACT to amend and re-enact Section 713 of the Code of Virginia,
as heretofore amended, in relation to the purchase of school libraries. [S B 24]

1. Beit enacted by the General Assembly of Virginia, That section
seven hundred and thirteen of the Code of Virginia, as heretofore
amended be amended and re-enacted, as follows:
Section 713. Purchase of school libraries——Whenever the patrons
and friends of any public school shall raise by private subscription the sum
of fifteen dollars or more, and tender the same to the clerk of the county
school board, or the clerk of the city school board for the purpose of
establishing a school library connected with said school, the school board
in counties and the school board in cities shall appropriate the sum of
fifteen dollars for this purpose, and the State Board of Education, out of
any funds provided for public school libraries, shall appropriate thirty
dollars, thus making a minimum of sixty dollars for a unit library. In any
county which is not served by a county or regional free library system the
school board shall have authority to make available the books of any such
library to all the residents of the county. The said library, or libraries,
shall be purchased and properly cared for under the rules and regulations
adopted by the State Board of Education. The treasurer shall not receive
any commission for receiving and disbursing funds for school libraries.
