“An act to provide a new charter for the City of Alexandria, Virginia.”, ap-
proved March 24, 1932, so as to permit the council to fix within certain limits the
salaries of the members, and to obtain by referenda advisory cusp of the

1. Beit enacted by the General Assembly of Virginia, That section:
seven and seventeen of an act entitled “An act to provide a new charte:
for the City of Alexandria, Virginia.”, approved March twenty-fourth
nineteen hundred and thirty-two, be amended and re-enacted, as follows
Section 7. The salary of the members of the council shall be fixec
by the council, but the salary of each member shall not exceed twelv
hundred dollars per annum except that member who shall be electe
mayor, whose salary shall not exceed fifteen hundred dollars per annurr
payable out of the treasury of the City of Alexandria in quarterly in
stallments.
Section 17. Whenever any special election shall be ordered by th
city council for any object not provided for in the general election law
of the State, it shall communicate its order for the same to the judge o
the corporation court, and the same proceedings shall be had by it as ar
provided by law for special elections to fill vacancies in any electiv
municipal office. The council may at any time call a special advisor
referendum to be held as other special elections are held, at which sha
be submitted to the qualified voters of the city any question upon whic
the council desires the sense of the electorate. The result of any suc
referendum shall be persuasive but not binding upon the said counc!
