Chap. 121.—An ACT to regulate the granting of college degrees, and to prescribe

1. Be it enacted by the General Assembly of Virginia, That on and
after the effective date of this act, no institution of learning in the State
of Virginia shall confer any college degree, whether academic, profes-
sional or honorary, unless and until such institution has been approved
for such purpose by the State Board of Education. The provision of this
act shall not apply to the institutions of higher learning accredited by the
State Board of Education for granting of college degrees or specifically
authorized by an act of the General Assembly. Any person, firm, associ-
ation or corporation violating any of the provisions of this act shall be
punished by a fine of not less than one hundred dollars nor more than
one thousand dollars, and the granting of each degree in violation of this
act shall constitute a separate offense.
