1. Beit enacted by the General Assembly of Virginia, That the
State Corporation Commission be, and it hereby is, authorized anc
empowered to apply for and receive appropriations, grants, donation:
and gifts of moneys and equipment from federal, state, municipal,
and county governments, from any department, bureau or agency
thereof, and from any person or corporation, and to expend and use
the same, in accordance with any conditions which may be pre-
scribed, insofar as same do not impose any illegal or improper obliga-
tion upon the Commonwealth, in and about the furtherance of the
development and promotion of aviation in the public interest, and
for such other objects and purposes as are set out in chapter three
hundred and sixty-eight of the Acts of the General Assembly of
Virginia of nineteen hundred and thirty-eight, approved March
thirty-first, nineteen hundred and thirty-eight, as the same may
have been, or may in the future from time to time be, amended, for
which purpose such moneys so received by the Commission are
hereby appropriated. All such moneys shall be paid into the State
treasury and shall be paid out by the State Treasurer upon warrants
of the Comptroller issued upon vouchers signed by the Chairman of
the State Corporation Commission or by such person or persons as
may be designated by the said Commission for such purpose.
