Chap. 178.—An ACT to amend and re-enact Sections 973, 975 as heretofore amended,
and 976 of the Code of Virginia, relating to the powers and duties of the Board
of Visitors and the Superintendent of the Virginia School for the Deaf and
Blind, and to repeal Section 978 of the Code of Virginia relating to funds for
the support of said institution. [H B 285]

1. Beit enacted by the General Assembly of Virginia, That Sec-
tions nine hundred and seventy-three, nine hundred and seventy-five
as heretofore amended, and nine hundred and seventy-six of the Code
of Virginia be amended and re-enacted so as to read as follows:
Section 973. Duties of board.—The board shall be charged with
the erection, preservation and repair of the buildings of the institution
and the care of this property. It shall direct and do, or cause to be
done by officers, professors, agents, and employees appointed by said
board of visitors all things necessary or expedient for promoting the
objects of the institution not inconsistent with law.
The board may provide rules and regulations for the government
of said institution setting forth in said rules and regulations the duties
of all the officers, professors, agents, and employees, said rules and
regulations to be posted at various places in the institution and on the
premises. .
Section 975. Election and removal of officers and instructors.—
The superintendent, professors and all other officers of the institution
shall be elected by the board of visitors at its annual meetings; the
superintendent shall be elected every two years and the professors
and other officers annually all to be elected with reference to fitness,
sobriety, literary and business qualifications. The board of visitors
may remove at any time the superintendent, professors and all other
officers of the institution causing to be entered upon the records of the
board the order of removal together with the cause of the removal.
The superintendent, with the approval of the president of the board,
shall have authority to elect and employ professors, teachers, and
officers to fill vacancies occurring between annual meetings of the
board.
Section 976. Fiscal year. Each fiscal year of the said institution
shall end on the thirtieth day of June to which time the accounts of
the institution shall be made up; and the board of visitors is hereby
charged with seeing that accounts are kept in such a manner that the
State Comptroller might secure any data which he may require at any
time.
2. Be it further enacted by the General Assembly of Virginia
That Section nine hundred and seventy-eight of the Code of Virginia,
be, and the same is hereby, repealed.
3. An emergency existing, this act shall be in force from its
passage.
