Chap. 164.—-An ACT to amend the Code of Virginia by adding thereto a new section
numbered 385-a, exempting under certain conditions, from certain provisions
of Chapter 25 of the Code of Virginia, public printing, lithographing, engraving
and ruling for State colleges, universities and other institutions of higher learn-
ing. {H B 45]

1. Be it enacted by the General Assembly of Virginia, That the
Code of Virginia be amended by adding thereto a new section num-
bered three hundred and eighty-five-a, which new section shall read
as follows:
Section 385-a. Exception as to public printing, etc., for State
institutions of higher learning.—The provisions of this chapter re-
quiring that all public printing, lithographing, engraving and ruling
shall be supplied by or through the Director of the Division of Pur-
chase and Printing shall, unless otherwise ordered by the Governor,
not apply to any printing, lithographing, engraving or ruling em-
braced in any order of any State college, university or other institu-
tion of higher learning when such printing, lithographing, engraving
or ruling is for such institution and in the opinion of the said Director
of the Division of Purchase and Printing constitutes an emergency
justifying an exception under the provisions of this section; but the
total amount so embraced in such exceptions for any one institution
shall not exceed one hundred dollars during any one year.
