governing bodies of counties, cities and towns to permit blind persons to
construct, maintain and operate, under supervision of the Virginia Commission
for the Blind, on certain public property stands for the sale of newspapers,
periodicals, confections, tobacco and other similar articles. [H B 146]

1. Be it enacted by the General Assembly of Virginia, That the
board of supervisors, council or other governing body of any county,
city or town in the Commonwealth may, by ordinance or otherwise,
grant permission to any blind person to construct, maintain and op-
erate, under the supervision of the Virginia Commission for the Blind,
in the county court house or city hall, or other appropriate place adja-
cent thereto, a stand for the sale of newspapers, periodicals, confections,
tobacco products. and similar articles, and may prescribe all needful
rules and regulations for the conduct of any such stand so permitted.
