institutions of higher learning from awarding free scholarships to out of

1. Be it enacted by the General Assembly of Virginia, That any
and all State owned and State supported institutions of higher learn-
ing be, and they are hereby, prohibited from awarding tuition remission
scholarships to students coming from any State other than Virginia.
