Chap. 9.—An ACT to name and designate the bridge across the Nansemond
river, in the county of Nansemond, Virginia, on route 460 of the State
highway system as the “Robert W. Withers Memorial Bridge.” [S B 11]

1. Be it enacted by the General Assembly of Virginia, That the
bridge across the Nansemond river, in the county of Nansemond, Vir-
ginia, on route four hundred and sixty of the State highway system
be, and the same is hereby, named and designated as the ‘Robert W.
Withers Memorial Bridge” as a memorial to the late Robert W.
Withers, a former member of the House of Delegates of Virginia, and
one of the patrons of the first bill passed by the General Assembly of
Virginia providing for the improvement of public roads by working
convicts thereon; and that the State highway commission appropriately
mark the same as such.
