Chap. 334.—An ACT to provide for the establishment, maintenance and operation
of a tannery at the State Penitentiary Farm, and to provide funds therefor.

1. Be it enacted by the General Assembly of Virginia, That the
State Prison Board be, and it is hereby authorized and empowered,
in its discretion, to purchase, or otherwise acquire and install all
necessary equipment and appliances therefor, and to establish, main-
tain and operate, at the State Penitentiary Farm, or other suitable
location or locations, a tannery for the processing of hides into leather
for the people of this State. If and when such tannery is established,
tanning shall be done during such period or periods of time each year
as the board may determine, for any person in the State who shall
send hides, obtained by him from livestock owned by such person for
at least one month immediately prior to slaughter, to such tannery
for the purpose. For tanning such hides the State Prison Board may
fix such reasonable charge, not in excess of ten per centum over
cost of such tanning process, or in lieu of such currency charge,
may retain so much of said hides not to exceed one-half of the leather
processed and produced as payment therefor. All of the leather re-
tained, if any is so retained, shall be used at the penitentiary or State
penitentiary farm, or farms, for such articles as the board may deter-
mine, but none of such leather shall be offered for sale or sold in the
open market. All expenses in connection with the transportation of
hides to the tannery and of leather therefrom to the owner thereof
shall be paid by such owner. The costs of establishing the tannery
authorized herein shall be paid out of the appropriation for the main-
tenance and operation of the State penitentiary farm, and State prison
farm for defective misdemeanants.
