1. Be it enacted by the General Assembly of Virginia, That sec-
tions three hundred and fifty-six, three hundred and fifty-eight, three
hundred and sixty-eight, three hundred and sixty-nine, three hundred
and seventy, three hundred and seventy-one, three hundred and seventy-
two, three hundred and seventy-three, three hundred and seventy-four
of the Code of Virginia and section three hundred and fifty-eight-a of
the Virginia Code of nineteen hundred and thirty (Michie) be re-
numbered as follows, and as re-numbered that the said sections be
amended and re-enacted so as to read as follows:
Section 347-1. Donations to Universities and College Having Law
Schools.—The Director of the Division of Purchase and Printing shall
furnish the universities and any incorporated college of the State in
which a law school is established, and which has not heretofore been
furnished, out of any surplus copies on hand, with one copy of the
Journal of the Senate and House of Delegates and Journal of the Con-
stitutional Conventions, of the Acts of Assembly and of the Codes;
and every incorporated college and academy in the State with a copy
of the maps. (Code eighteen hundred and eighty-seven, section two

Section 347-2. How Publications Sold; By Whom; Prices.—AIl
books, documents, and maps published by the State shall be delivered
to the Director of the Division of Purchase and Printing, who, after
disposing of and preserving the number of copies as required by law,
shall deliver to the order of the library board such copies as may be
needed for gifts and for exchanges, and shall sell the remaining copies
at such prices as may be fixed by the Library Board, with the consent
of the Director of the Division of Purchase and Printing, subject to
the provisions of any contract existing with the State or the Library
Board.
Such sales may be made through book dealers, and a reasonable
commission allowed them on such sales, and when such books, maps,
and documents are placed in the hands of such dealers, the Director of
the Division of Purchase and Printing shall require of such dealers
bond, with good security, payable to the Commonwealth and condi-
tioned to secure the payment of the price of said publications or the
return thereof to the Director of the Division of Purchase and Printing
on demand. The Director of the Division of Purchase and Printing is
authorized to make exchanges of such publications, the publications
secured by such exchanges to be placed in the State Library or the State
Law Library. All costs and expenses attending said sales and exchanges
shall be paid by said secretary out of the proceeds of such sales. The
said director shall keep and preserve at least twenty-five copies of each
of said publications. (Code eighteen hundred and eighty-seven, sec-

Section 347-3. The Law Libraries——There shall be a State Law
Library at Richmond, with branches thereof at Wytheville and Staun-
ton, maintained as at present, which shall be managed by the Supreme
Court of Appeals. The said court shall appoint the librarian and other
employees to hold office during the pleasure of the court; provided,
however, that the clerks at Wytheville and Staunton shall act as law
librarians at their respective places, without additional compensation
therefor.
The State Law Library shall consist of the books now in the law
libraries at Richmond, Staunton, and Wytheville, with such additions
as may be made thereto. (Code eighteen hundred and eighty-seven,

Section 347-4. Books for the Law Libraries——The Supreme Court
of Appeals shall, from time to time, make additions to the State Law
Library by purchases made with funds at their disposal for that pur-
pose, and may cause books to be transferred from one law library to
another. All law books acquired by the State by gift, or by exchange,
from the United States, or other states and countries, shall be placed
in said library. The Director of the Division of Purchase and Print-
ing shall have placed in the law library at Richmond, Staunton, and
Wytheville a copy of every law book which may be hereafter published
for the Commonwealth in addition to the deposit required by section
three hundred and forty-seven. (Code eighteen hundred and eighty-

Section 347-5. Regulation of State Law Libraries—The Supreme
Court of Appeals shall have power to make and enforce such rules
and orders for the regulation of the State Law Library, and the use
thereof, as may to it seem proper. (Code eighteen hundred and eighty-

Section 347-6. Who May Use Law Libraries.—The Governor,
Lieutenant-Governor, Attorney General, and other State officers at the
capitol, reporter of court of appeals, members of the General Assem-
bly during the session thereof, judges of courts, and practicing attor-
neys in good standing, and such other persons as the Supreme Court of
Appeals shall designate, shall have the use of the State Law Library,
under such rules and regulations as the Supreme Court of Appeals

Section 347-7. Director to Furnish Session Acts.—Whenever the
Director of the Division of Purchase and Printing shall be satisfied
that any justice or other county or city officer entitled by law to receive
the session acts does not possess the same or any of them, and cannot
otherwise procure them, he shall, on application of the circuit or cor-
poration court, furnish the same; provided, he does not thereby dimin-
ish the supply of the work so issued, in his custody, below twenty-five

Section 347-8. Law Libraries for Courts and Bar.—lIf the mem-
bers of the bar practicing in any county or city of the Commonwealth
shall procure by voluntary contribution a law library of the value of
five hundred dollars, at the least, for the use of the courts held in such
county or city, and of the bar practicing therein, it shall be the duty |
of the circuit court of such county or city to require its clerk to take
charge of the library so contributed and to keep the same in the court
house or clerk’s office building according to the rules prescribed by
the bar and approved by the court. (Code eighteen hundred and eighty-

Section 347-9. Circuit Courts to Enforce Rules for Government
of Such Law Libraries —The observance of the rules so prescribed and
approved may be enforced by the circuit court by such summary proc-
ess and judgment as shall be provided by such rules. (Code eighteen

Section 347-10. Price of Code.—The price of the annotated Code
shall hereafter be six dollars per set, and that of the unannotated Code
shall be three dollars per copy, and the Director of the Division of
Purchase and Printing shall fill at the said prices, all orders hereafter
received by him; provided, however, that the Director of the Division
of Purchase and Printing, subject to the approval of the Governor, is
hereby authorized and empowered to make sale at any time in bulk
of all copies of the said annotated or unannotated Codes or both, then
on hand, except such number as the Governor may think advisable to
retain for future use in the public service, at such price or prices and
upon such terms as he may be able to obtain. (Nineteen hundred and
