Chap. 21.——An ACT to amend and re-enact section 617 of the Code of Virginia,
as enacted into law by chapter 471 of the Acts of Assembly of 1928, approved
March 26, 1928, which act revised, consolidated, amended and codified the
school laws of Virginia relating to the public school system, as heretofore
amended, relating to textbooks and educational applicances for use in public

1. Be it enacted by the General Assembly of Virginia, That section
six hundred and seventeen of the Code of Virginia, as enacted into law
by chapter four hundred and seventy-one of the Acts of Assembly of
nineteen hundred and twenty-eight, as heretofore amended, be amended
and re-enacted so as to read as follows:
Section 617. The State Board of Education shall select textbooks
and educational appliances for use in the public schools of the State ex.
ercising such discretion as it may see fit in the selection of books suitable
for the schools in the cities and counties respectively. No textbook
adopted for basal use shall be changed until such book has been in use
for a period of not less than seven years, subject to renewal from one
to four years, unless such book becomes obsolete or unless a change
would result in a material decrease in price, and whenever such book
is so changed, the said board may permit the use of the old books fora
period of at least three years from the date of such change. The State
Board of Education shall determine the number of basal textbooks re-
quired for instruction in classes.of various sizes in the several subjects
in schools with varying library facilities.
