Chap. 118.—An ACT to authorize the War Memorial Commission to apply $1,600.00
of the unexpended balance of the appropriation made by the General Assembly
of 1932 for the erection of a carrilon, to the payment of the balance due on
the purchase price of the bells for said carrilon. [S B 102]

Whereas, the General Assembly of Virginia of nineteen hundred
and thirty-two appropriated the sum of one hundred and seventy-five
thousand dollars for use by the War Memorial Commission in the erec-
tion of a carrilon, such appropriation not to be available unless and
until the said commission raised, or caused to be raised, by popular
subscription or otherwise, at least the sum of seventy-five thousand
dollars for the purchase of the bells for said carrilon; and
Whereas, the said commission promptly secured such subscriptions,
amounting in aggregate to the price contracted to be paid for said bells,
but owing to deaths, business failures, and other unforeseen conditions
beyond the control of the commission, a very considerable amount
of said subscriptions remains unpaid, as a result of which, there is
yet due and unpaid on the purchase price of said bells the sum of
sixteen hundred dollars; and,
Whereas, the said carrilon has been practically completed and
there remains an unexpended balance of about two thousand dollars
of the said appropriation first herein mentioned, out of which, the
said commission has recommended that the balance due on the pur-
chase price of the said bells be paid, and the General Assembly deem-
ing it proper so to do; now, therefore,
1. Be it enacted by the General Assembly of Virginia, That the
War Memorial Commission be, and hereby is, authorized to pay out of
the unexpended balance of the appropriation of one hundred and sev-
enty-five thousand dollars, made by the General Assembly of nine-
teen hundred and thirty-two, for the purpose of erecting a carrilon,
the unpaid balance of the purchase price of the bells for said carrilon,
amounting to the sum of sixteen hundred dollars, such payment to
be made by the Treasurer on the warrant of the Comptroller, issued
on a voucher signed by the chairman of the War Memorial Commission.
2. An emergency existing, this act shall be in force from its passage.
