Chap. 51.—An ACT to Provide for a General Registration of the Voters
of the City of Lynchburg.
Approved January 25, 1871.
Whereas, by an act of the general assembly, entitled an act
to extend and define the boundaries of the city of Lynchburg,
approved on the day of December, eighteen hundred and
seventy, the boundaries of said city were enlarged and the
number of its voters thereby increased; and whereas, in
accordance with the power granted it by the provisions
of said act of assembly, the council for said city has in-
creased the number of wards and voting places in the
same; and whereas, in accordance with the provisions of an
act of the general assembly, entitled an act to authorize sub-
scriptions to the stock of incorporated companies by the coun-
ties of Campbell and Pittsylvania, the city of Lynchburg and
the town of Danville, approved July eleventh, eighteen hun-
dred and seventy, the council of said city has ordered an elec-
tion to be held therein on the fifteenth of February, eighteen
hundred and seventy-one, to take the sense of the legal voters
thereof whether said city shall subscribe to the stock of the
Lynchburg and Danville railroad company; and whereas, in
order that such election may be properly held, it is necessary
that the voters of said city, as extended and enlarged, shall be
duly and legally registered: therefore,
1. Be it enacted by the general assembly, That immediately
after the passage of this act, the judge of the corporation court
of said city of Lynchburg shall appoint a registrar for each
ward and voting place in said city, who shall be a discreet citi-
zen, and resident of the ward to which appointed, and who
shall continue to discharge the duties of said office until their
successors be appointed under the general registration law, at
the January term, eighteen hundred and seventy-two, of said
corporation or hustings court; said appointments may be made
by said judge in vacation.
- 2. Each registrar so appointed, after legally qualitying, shall
proceed to register the names of all the qualified voters of his
ward, who, according to law, are entitled to registration, giv-
ing legal notice of the time and place thereof for at least five
days before commencing such registration. Said registrars
shall complete said registration within seven days from the
time of commencing the same, and at least three days before
the election mentioned in the preamble.to this act. Immedi-
ately after completing said registration, said registrars shall
cause to be posted, at three or more public places in their
wards, written or printed lists of all persons admitted by them
to registration.
3. Said registration shall have the same effect, and be deemed
equivalent to a general registration of the voters of said city
under the general laws heretofore adopted in regard to the
registration of voters, and shall be made, revised, altered, and
amended, in the mode prescribed in such laws.
4, All acts and parts of acts in conflict with the provisions
of this act are hereby repealed.
5. This act shall be in force from its passage.
