Chap. 63.—An ACT to provide for the appointment of a commission to study
and report to the next session of the general assembly the advisability of
establishing a liberal arts college for women at one of the State teachers
colleges, or elsewhere; to provide for the expenses of the commission
and the employment of the necessary technical and clerical assistants;
and to appropriate the money necessary to defray the expenses of the
conimission. [S B 82]

Whereas, his excellency, the governor of Virginia, has recom-
mended to the general assembly that a commission be appointed to
study and report to the next session of the general assembly the
advisability of establishing a liberal arts college for women at one
of the State teachers colleges; and
Whereas, the commission to survey the educational system of
Virginia has recommended that the State Teachers College for
Women at Harrisonburg be converted into a liberal arts college to
be operated under the direction of the University of Virginia; now,
therefore,
1. Be it enacted by the general assembly of Virginia, That there
shall be appointed a commission to study and report to the next
session of the general assembly the advisability of establishing a
tberal arts college for undergraduate women at one of the State
teachers colleges, or elsewhere. The said commission shall consist
of nine members, two to be appointed from the members of the
senate by the president of the senate, three from the members of the
house of delegates by the speaker of the house, and four to be
appointed by the governor from residents of Virginia not profes-
-ionally connected with the State educational system, one of whom
shall be appointed chairman by the commission.
2. That the whole problem of additional facilities for under-
eraduate work in liberal arts for women be carefully and thor-
oughly studied by the commission to determine: First, the neces-
sity of such added facilities ; and, second, the proper location, with-
out restriction to the four State teachers colleges now established.
3. That the commission is directed to return a report of its con-
clusions and recommendations to the general assembly at its session
of nineteen hundred and thirty, and is directed to embody in its
report a detailed plan for the organization of a liberal arts college
for women with recommendations for such enlargement of the State
teachers colleges as may be necessary to take care of the demands
for teacher training now being met by the present State teachers
colleges in the event one of the said‘colleges is selected by the com-
mission as a liberal arts college. If the commission should be
of the opinion that it is advisable to establish an added institution
as a liberal arts college for women it shall so report.
4. That the commission shall hold its sessions in the hall of the
house of delegates, or elsewhere, as it may determine. Each mem-
ber shall receive his actual traveling and hotel expenses incurred
in attending such sessions and no more.
5. That the commission shall have authority to employ a clerk
and other necessary assistants, technical as well as clerical, and fix
their compensation. All printing shall he done through the super-
intendent of public printing, but shall be paid for out of the sum
appropriated by this act.
6. That for the purpose of carrying out the provisions of this
act there is hereby appropriated the sum of one thousand dollars
to be paid out of any funds in the State treasury not otherwise ap-
propriated. The expenses of the commission shall be paid by the
treasurer of Virginia upon warrants of the comptroller, issued on
vouchers signed by the chairman of the commission and counter-
signed by its secretary.
