Chap. 370.—An ACT to establish the office of county road enginecr for the county
of Southampton; to provide for his appointment, compensation, and removal;
and to prescribe his powers and duties. [S B 71]

1. Be it enacted by the general assembly of Virginia, That the board
of supervisors of Southampton county may employ a county road
engineer, who shall be a civil engineer, or a man well versed in practical
road building, and competent to establish grades and keep the roads
and records as required by law, and who shall hold office for four
years, at an annual salary to be fixed by the board of supervisors, not
to exceed four thousand dollars, to be paid out of the county treasury
in equal monthly installments. He shall qualify as other county officers
are required by law to qualify, and shall enter into and acknowledge a
bond in such penalty as the board of supervisors may prescribe, not
less than one thousand dollars, and failure to qualify and give bond
as aforesaid prior to the commencement of his term shall vacate his
office. Such bond shall be with condition for the faithful discharge of
his duties and a recovery on such bond shall be for the benefit of the
road fund of said county. The board of supervisors of Southampton
county shall have the power to remove from office the county road
engineer so appointed at any time during his term of office, for
neglect of duty, malfeasance or misfeasance in office or incompetency.
2. The county road engineer so appointed shall have and possess
all the powers, and perform all the duties, in the county of Southamp-
ton, which are now or may be hereafter conferred or imposed by
general law upon county superintendents of roads in their respective
counties and shall make a report to each monthly meeting of the board
of supervisors.
3. An act entitled “an act to establish the office of county road engi-
neer for the county of Southampton; to provide for his appointment,
compensation, and removal; and to prescribe his powers and duties,”
approved February thirteenth, nineteen hundred and twenty-four, is
hereby repealed.
4. An emergency existing, this act shall be in force from its passage.
