Chap. 168.—An ACT to amend and re-enact section 3 of an act of the general
assembly entitled “an act to provide a new charter for the town of Narrows,
and to repeal all other acts and parts of acts in conflict with the provisions
of this act,” approved March 24, 1620, as last amended by chapter 165 of
the acts of assembly of 1926, page 303, relating to the police justice of said

1. Be it enacted by the general assembly of Virginia, That section
three of an act of the general assembly entitled ‘‘an act to provide a
new charter for the town of Narrows, and to repeal all acts and parts
of acts in conflict with the provisions of this act,” approved March
twenty-fourth, nineteen hundred and twenty, as last amended by chap-
ter one hundred and sixty-five of the acts of assembly of nineteen hun-
dred and twenty-six, page three hundred and three, be amended and
re-enacted so as to read as follows:
Section 3. The town shall have a sergeant, clerk, treasurer, and such
other officers as the council shall deem necessary or proper, all of whom
shall be elected or appointed by the council, and the council shall pre-
scribe their duties, in addition to the duties required of them by law;
fix their compensation; prescribe penalties for neglect or violation of
their duties; and determine which of them shall give bond, and fix. the
penalty thereof. The town shall also have a police justice, who shall
be a qualified voter in the town, and shall be elected by the qualified
voters at the same time the members of the town council are elected,
whose term of office shall be the same as that of the members of the
said council, and who shall, before entering upon the discharge of his
duties, qualify in the same manner as justices of the peace are required
by law to qualify. He shall be clothed with all powers and authority
as a justice of the peace in a!l criminal and civil matters, within the
corporate limits and to one mile beyond the same and shall have con-
current jurisdiction with same; and the said police justice and the
mayor of the town shall have concurrent jurisdiction in the matter
of issuing and trying criminal warrants for violations of the ordi-
nances of said town.
2. All acts and parts of acts in conflict with this act are hereby
repealed.
3. An emergency existing, this act shall be in force from its passage.
