or casting contempt upon flags of the United States or of the State of Vir-

1. Be it enacted by the general assembly of Virginia, That any
person who shall publicly mutilate, deface, defile or defy, trample
upon or cast contempt, either by words or acts, upon any flag, color
or ensign of the United States or the State flag of this State shall
be deemed guilty of a misdemeanor and shall, upon conviction
thereof, be fined not less than five nor more than one hundred dol-
lars, and may, in the discretion of the court or justice trying the
case, be confined in jail for not exceeding thirty days.
