Chap. 10.—An ACT to authorize and empower the board of supervisors of the
county of Elizabeth City to borrow the sum of thirty thousand ($350,000.00)
dollars, and to issue the bonds of said county therefor, for the purpose of
paying the expenses incurred by the county in making additions to the
county jail and installing new cells therein; making additions to the record
vault of the clerk's office and installing new fixtures therein; adding one
jury room to the courthouse for the use of petit and grand jurors, and for
installing a central heating plant in the addition to the jail for the purpose
of heating said jail and courthouse of said county, and to authorize and re-
quire the said board of supervisors to levy a tax upon all property subject
to local taxation in said county, sufficient to pay the interest on said bonds and
create a sinking fund to retire the principal thereof at maturity. [S B 19]

Whereas, by act of the general assembly of Virginia approved
March thirtieth, nineteen hundred and twenty-seven, the county
ot Elizabeth City was authorized to issue thirty thousand ($30,-
000.00) dollars of county bonds for the purpose of making addi-
tions to the county jail and installing new cells therein; making
additions to the record vault of the clerk’s office and installing new
fixtures therein; adding one jury room to the courthouse for the
use of petit and grand jurors, and for installing a central heating
plant in the addition to the jail for the use of heating said jail and
courthouse of said county, and
Whereas, pursuant to said act the board of supervisors did
offer for sale and undertake to sell the said thirty thousand ($30.-
000.00) dollars of bonds, so authorized to be issued as aforesaid,
and
Whereas, after the highest bid therefor had been accepted by
the board of supervisors the attorney to whom the legality of the
issue was submitted refused to confirm the purchase under said
act because the act failed to authorize and empower the said board
of supervisors to levy a tax on the local property in said county
of Elizabeth City for the purpose of paying interest thereon and
create a sinking fund for the retirement thereof at maturity, and
Whereas, the board of supervisors of Elizabeth City county de-
sires to issue and sell the thirty thousand ($30,000.00) dollars of
bonds before referred to at once in order to pay the expenses in-
curred by it in making the improvements to county buildings in
said act set forth; now, therefore
1. Be it enacted by the general assembly of Virginia, That the
board of supervisors of Elizabeth City county be, and it is hereby
authorized and empowered to borrow the sum of thirty thousand
($30,000.00) dollars, on the faith and credit of the county of FEliza-
beth City, and to issue the bonds of the said county therefor, for the
purpose of paying the expense incurred by the county in making
additions to the county jail and installing new cells therein; making
additions to the record vault of the clerk’s office and installing new
fixtures therein; adding one jury room to the courthouse for the
use of petit and grand jurors, and for installing a central heating
plant in the addition to the jail for the purpose of heating said jail
and courthouse of said county and said board of supervisors 1s
hereby further empowered and required to levy a tax upon all
property in said county subject’ to local taxation in said county for
the purpose of paying the interest on said bonds and creating a
sinking fund to retire the principal thereof at maturity.
The said bonds when issued may be either coupon or registered
and shall be issued in such denominations and payable at such
time or times not exceeding thirty vears from the date thereof as
the said board of supervisors may determine. They shall bear
interest at a rate not exceeding six per centum per annum, and
shall not be sold for less than their par value.
2. An emergency existing this act shall be enforced from its
passage.
