Chap. 180.—JOINT RESOLUTION to Suspend Certain Provisions of Sec-
tions 21 and 49 of an Act entitled an Act to Establish and Maintain a
Unitorm System of Public Free Schools, Approved July 11, 1870.

It being represented to the general assembly that the census
of children in the commonwealth, required by the twenty-first
section of the public free school law to be taken annually, is
now in progress, and will not be completed in all the counties
before January, eighteen hundred and seventy-one; and it be-
ing also represented that the universal vaccination of the chil-
dren, required by the last clause of the forty-ninth section of
the same act, cannot be rigidly enforced, without for months
depriving vast numbers of children of the benefit of the public
schools, some of which are already in operation, and many
others soon to open: therefore,
Be it resolved (the senate concurring), That boards of dis-
trict school trustees are hereby allowed to omit the taking of
the census of children in July, eighteen hundred and seventy-
one, and also to relax the requirement concerning vaccination
until September first, eighteen hundred and seventy-one..
Chap. 181—An ACT to Amend and Re-enact an Act to Incorporate the
Town of Berryville, and to Provide a Charter for the Same, Approved
29th October, 1870.

1. Be it enacted by the general assembly of Virginia, That
the second and third sections of an act approved the twenty-
ninth of October, eighteen hundred and seventy, entitled an
act to incorporate the town of Berryville, and to provide a
charter for the same, be amended and re-enacted so as to read
as follows:
“§ 2. The corporate limits and bounds of Berryville shall be
as follows: beginning.at the northeast corner of the Episcopal
parsonage lot; thence with the line of said lot, following
the fence and the same line continued, to a point on the western
side of the Charlestown turnpike; thence to the northwest
corner of D. B. Burn’s lot; thence with the line of said lot,
also the line of Col. Treadwell Smith’s line, to the Winchester
turnpike; thence to a locust tree in the southwest corner of
Crow’s field, near Diffenderfer’s house; thence to the corner
of Crow’s field on the Millwood turnpike, near the toll-gate;
thence crossing the turnpike to the southeast corner of James
Venderventer’s lot; thence to the Snicker’s ferry turnpike, at
a point directly opposite the corner of James W. Thomas and
K. C. Marshall, junior; thence crossing said last named turn-
pike and following the line of said Thomas and Marshall to
the northeast corner of said Thomas’ lot; thence to the be-
ginning. |
“§ 3. That S.J. C. Moore, Israel Green, J. T. Griffith, Carter
Shepherd, John T. Crow, George C. Thomas, George E. S.
Phillips, and Enos Richmond, are hereby appointed commis-
sioners to divide said town into four wards, a majority of
whom may act, which report shall be returned to and secured
in the clerk’s office of the county court of Clarke county, Vir-
ginia, and the said commissioners shall order, hold, and super-
intend the first election under this act, and shall decide all
questions arising in said election, and grant certificates of
election to the parties chosen, which shall delegate to them
and be evidence of all the authority vested in such officers by
thé act to which this is an amendment.”
2. This act shall be in force from its passage.
Chap.182.—An ACT to Regulate the Taking of Fish for the Purpose of
Manufacturing Oil or Manure.

1. Be it enacted by the general assembly of Virginia, That
hereafter it shall not be lawful for non-residents to take or
catch fish in any of the waters of this commonwealth, for the
purpose of grinding up, pressing or manufacturing oils or ma-
nure fromthe same; nor shall any non-resident grind up or
fish taken or caught in the waters of this state, or
re the same into oils or manure; nor shall any non-
guild or erect, within the limits of this state, any
or apparatus of any kind for the purpose of manu-
