Chap. 166.—An ACT to Extend the Corporate Limits of the Town of
Manchester.
Approved March 22, 1871.
1. Be it enacted by the general assembly of Virginia, That
the corporate limits of the town of Manchester be extended
from the present exterior lines of said town to the following
lines, to wit: commencing above said town at a point on the
southern shore of James river, opposite the point at which
Canoe run crosses the Richmond and Danville railroad, which
is just below the Spring hill mill site; thence to said crossing;
thence to a point at which the southern line of Maury street,
of Marx’s addition, extended westward, intersects with the
western line of the Richmond and Petersburg railroad, and
thence down said southern line of said Maury street to James
river below said town; thence up said river coincident with
the present southern line of the city of Richmond, as far as
the line of said city extends in that direction; thence up said
river, coincident with the line of the county of Henrico, to
the beginning.
2. That the territory so included shall be, to all intents and
purposes, a part of said town, and all laws and parts of laws
applicable to said town shall apply with equal force and effect
to the same.
3. That all the obligations and duties, rights, benefits, and
privileges, now incumbent upon or enjoyed by the citizens of the
said town, shall be equally incumbent upon and enjoyed by the
people resident in said newly incorporated territory.
4, That after the trustees of the town of Manchester shall
have caused to be made a survey of said newly incorporated ter-
ritory, or any part thereof, and shall have either designated or
laid off streets, squares, and lots within the same, it shall be
unlawful for any person to build or construct any house, build-
ing, or other improvements, in said streets, laid off or designated
as aforesaid, unless authorized so to do by the proper town au-
thorities; and the said trustees are hereby empowered to pass
such ordinances as may be necessary to enforce this section,
which shall not be in conflict with the laws of this state.
5. This act shall be in force from its passage.
