relating to the duties of the fish commissioner and the fish commission.

1. Be it enacted by the general assembly of Virginia, That sec-
tion thirty-one hundred and forty-seven of the Code of Virginia, be
amended and re-enacted so as to read as follows:
Section 3147. It shall be the duty of the commissioner to see that
all laws relating to fish, oysters, crabs, clams and terrapin, and other
shell fish, are enforced and observed; and that all persons engaged in
these industries are fully protected in their respective rights. It shall
also be the duty of the commissioner to see that the inspectors, police
and other employees, faithfully perform the duties prescribed for them
by law, and observe such rules and regulations as may be laid down by
the commissioner for their government. It shall be the duty of the
commissioner to maintain a constant supervision over the industries
under his care, and over his inspectors and all employees. The office of
the commissioner shall be kept open for the transaction of business
throughout the year except on Sundays and legal holidays.
The commissioner and the commission of fisheries shall study the
subject of pollution in the waters over which they have jurisdiction, and
report to the general assembly of Virginia, from time to time, suck
pollution as they find and also any method by which the same may be
prevented, or the effects therefrom may be overcome, in whole or ir
part; and, in making such study they shall co-operate with the authori
ties of the Federal government, of the State and of the cities, towns
and counties located along or adjacent to the waters in their jurisdic.
