1. Be it enacted by the general assembly of Virginia, That the
the payments or satisfaction of a lien or encumbrance placed on a
motor vehicle the holder of such lien or encumbrance shall forthwith
cause such payment or satisfaction to be entered upon the certificate
of title to such motor vehicle, and such lienor or the holder of such
certificate, then deliver such certificate to the next lien holder or to
the owner of such motor vehicle shown upon said certificate as may
be required by law; and for any failure to do so, after fifteen days
written notice, shall forfeit to such junior lienor lien or to such owner
as the case may be the sum of twenty dollars.
