1. Be it enacted by the general assembly of Virginia, That section
four hundred and four of the tax Code of Virginia, be amended and
re-enacted so as to read as follows:
Section 404. All treasurers, ex-treasurers, and their deputies, of
the several counties, cities and towns of this Commonwealth, and their
personal representatives, shall have the power to collect by levy, dis-
tress or any other legal proceeding provided by law for the collection
of taxes and levies by treasurers, all uncollected taxes and levies in
their hands which have not been returned delinquent or insolvent. But
such collection shall not be enforced under this section except within
fifteen years from December fifteenth of the year in which such taxes
and levies were assessed, respectively. But no such collection shall be
enforced against real or personal property in the hands of a bona fide
purchaser for value or to the detriment of a mortgagee or note holder
under a deed of trust without actual knowledge of such outstanding
claim.
